Just curious...can parents choose which school their kids go to in America or do they have to attend ones in a "catchment" area?

And yeah, my kid went to an independent school where any concerns and complaints were looked into...unhappy parents = loss of revenue.

Varies dramatically. Sometimes it's based on geography. Sometimes there are special schools for gifted students that kids from all over the city (and not just in specific areas) can apply to.

In most areas though, it's always legal to specifically put your kid in a private school, but then you have to pay for that yourself. In some places, there are activists who are advocating for school voucher programs, where the state will help cover your kid's private education (by virtue of the fact you're pulling your kid out of public school, it can be argued you're entitled to your chunk of the taxes that would've gone to them).

And then there's also homeschooling, which varies in rigor in different places.

This is the only time I find the comparison to race apt.
Let's say I wake up one day and decide that I'm now Indian, but all I know from the culture is from Bollywood movies (and porn, because why not?).
So I go strutting around town in a bellydance outfit repeating dishes from an Indian take-out menu in a thick Bombay accent.
