The question here is whether the documents were 'leaked' (in which case the school is potentially at fault under FERPA... not really what Pat is seeking) or whether someone engaged in behavior that could be considered fraud- either in the state in question or under federal law. If someone, say, filled out a form impersonating Pat, signed it and mailed it that could be a problem for them.
I'm sure that Pat, like many people, don't really know what 'felony' means except that it's "super serious."
As to whether anyone would take such an impersonation seriously... I can't imagine it's the highest priority. However, if someone was stupid enough to use the US mail for something like this and maybe even use their own address? Let's just say that I wouldn't do that.
