In general, EBT can be used for any food that isn't hot/ready to eat. Produce is okay, cold deli salads are okay, hot items from the deli are not. Subway sandwiches are allowed, Big Macs are not. Some EBT recipients who cannot cook at home are allowed use their benefits to get hot food at fast food establishments. Usually, they are homeless or disabled people.

(When I was a poor degenerate, I encountered a pizza place that had "take and bake" pizzas in addition to their regular hot offerings. The uncooked ones could be purchased with EBT because they were intended for consumption at home. For $2, however, this place would throw your "take and bake" pizza in their oven. This probably sounds really lame, but being treated as a human instead of a piece of trash meant a lot to me and I won't soon forget it.)

You can actually do a ton of stuff with a microwave. They're unfairly maligned as a shortcut for lazy people and bachelors who don't know how to cook, but if you know at least vaguely what you're doing*, a microwave is indispensable. The newer ones don't take up much space and are powerful enough to cook most basics. I'm not saying you should microwave your T-bone steak, but for serviceable, everyday meals, I'd rather a microwave than an oven.
