They don't really have carte-blanche to do that. The jurisdiction of the J&DR court is limited. While it can issue such orders, they're time limited although they can be renewed, and can be two years in the case of "family abuse," but unless there's a factual finding it was nonconsensual, I don't think there's a basis for that.
