A compilation of people repeating a talking point doesn't mean that it's a conspiracy. It means that it's something that happens. This has been ongoing since before media was a thing. 99% of it is just copy+pasted from elsewhere. I think 50% is simply Tarrant's manifesto verbatim and 25% are just page-sized images from random sites.

There is very little original writing in the entire document. But is that so surprising? How many 18 year olds actually write their own papers, or write good papers, let alone a delinquent who lies to their parents about even attenting school (for 2 years lol).
