Exactly. There's no such thing as "benign neglect" when it comes to raising young children. Even a temporary period of neglect that occurs very early in life has permanent consequences on brain development. For example, children who have previously been institutionalized in an orphanage often have persistent neuropsychological and developmental problems, even if they were adopted as infants and have no memory of their time in the orphanage or their birth family.

Obviously, the earlier the abuse or neglect begins and the longer it goes on, the worse the ultimate impact. Children who have experienced abuse and neglect have been shown to have lower IQ than control groups, as well as poor impulse control, impaired executive function, and higher incidence of abnormal behaviors like tics and stereotypy. Often, kids who experience abuse or neglect in infancy or early childhood have lifelong difficulty with establishing and maintaining social relationships.

These permanent effects of early childhood abuse and neglect mean that the offspring of adults who were neglected as children are at a huge disadvantage. Kim is a prime example.
