It's more likely to oversee the modeling process, yes.
It's hard to make a full fledged model from just a reference image alone and usually, for making models, 2D or 3D, it's sometimes stated in riggers/modelers terms that they should be able to have clear communication with the original artist so they're able to do corrections and notes on stuff - possibly on how it should look like in a 3D space, how the colors should look against lighting and shadows, how certain parts should move, and how they should react to gravity and physics.

I'm thinking redjuice might just really be too busy right now to the point it's hard to reach him regularly enough to do checks on the modelling process.
