Poked around a bit and I can't find the actual text of the proposed law.
Google calls it the "Draft Law on Amendments to Article 22-1 of the Statute of the Internal Service of the Armed Forces of Ukraine to Ensure the Possibility of Cessation of Criminal Offenses in the Conditions of a Special Period"

Doing some research, Article 22-1 is the following:

22-1. The commander (chief) in the conditions of the special period, including in the conditions of warlike situation or fighting situation, for the purpose of detention of the serviceman, makes the act falling under signs of the criminal offense connected with disobedience, resistance or threat to the chief, use of violence, unauthorized leaving of fighting line items and certain places of dislocation of military units (divisions) in areas of accomplishment of fighting tasks has the right to personally apply measures of physical impact without damnification to health of the serviceman and the special means sufficient for the termination of illegal actions.

In fighting situation the commander (chief) can use weapon to give to subordinates the order on its application if in a different way it is impossible to stop criminal offense, at the same time without causing death to the serviceman.

If circumstances allow, the commander (chief) before application of measures of physical impact, special means or weapon shall warn by voice or shot about it up person against whom such measures can be applied.

TL;DR ukies statute had that part about dealing with insubordinate soldiers that allowed officers to deal with them in any way "except causing soldier's death", but suddenly a senator from Zelensky's party creates amendment 7351, which is going to erase the part about "causing death" i.e. allows officers to kill their soldiers on sight. Not so long ago they tried to pass the law that would rip everyone who left the country of their citizenship, namely draftable men, if they won't come back in 30 days (current status is unknown, but I doubt it will pass, it's too retarded). A month before it was "2 weeks or you get 10 years in prison when you come back"., but it seems that it failed to pass the voting. Perfect indicators of things going well.

Retreating Uke forces destroyed the bridge between Svitlodarsk & Luhans'ke in order to slow down the advancing Russian forces. This will also make holding territory SE of the bridge difficult for Ukes going forward and will likely lose control of that terrain to Russia.

It is simply adding to the pile of evidence that Ukraine's situation is going sideways. Is it likely that a law being passed will be that one piece of evidence that makes some one go "damn, Ukraine might not pull this off." Probably not. But it is one more grain of sand on the scale.

Hell, the other thread I watch on this had people cheering because one Russia's diplomats or envoys defected. Clearly Russia is in trouble now.

Yes, a great fucking comparison when the task of the Third Reich was the destruction of the Slavs as such, and the current situation looks like "to the last Ukrainian" because of an idiot in power, which, despite the hatred of Muscovites, many Ukrainians recognize. The exchange rate only means that Russian companies aren't buying foreign currency. Due to all the sanctions, the inability to purchase many types of foreign goods reduced the demand for USD and Euro and lead to a "pooling" of foreign currency that can't be offloaded as easily.
High supply and low demand means prices get slashed.

Lol No, even that excuse doesn't work. Putin signed a decree on reducing the requirement for the mandatory sale of foreign exchange earnings of exporters from 80% to 50%.
