Ceramics don't have to deal with spalling, but they do have to deal with only being good for 1-3 shots. It's not that difficult to shatter/crack your IV plates just by dropping them. The reason they're so effective is because the best way to dissipate that much energy in an instant requires the destruction of the armor. Most commercial steel plate tests involved dozens to hundreds of shots on the same plate.

If you're fighting a well funded military that can consistently field specialty or non-commercial ammunition, use ceramics.

If you're just worried about crackheads, get soft/stab proof concealable armor.

Every other scenario calls for AR500 steel plates.

The multi-hit capability of armor isn't universal and better plates can survive more punishment, also worth noting that the rating for multi-hit is based off of impacts to the same part of the armor and the backface deformation on the user side of the plate.

The whole idea is absurd. You can't have a civil war if one group isn't actually motivated and determined to literally crush another group at the risk of life, limb, and livelihood. I would also add, you will only see those types of people engage in that kind of behavior if they believe their friends in high places will be able to shield them from prosecution. Blue states are more likely to secede than red IMO. Conservatives just don't have the mentality to reject the legitimacy of the federal government. Look at how quickly the left goes from outright worshipping the state to organizing a "resistance" which even includes the military illegally prosecuting a war against POTUS orders, and a top general passing secrets to China. If the 2020 "fortification" efforts had failed, they would have escalated.
