You buy travel insurance its dirt cheap and normally a requirement to buy the plane ticket if you're coming into a continent, then it doesn't cost anything to go to the hospital.

There are Proescutors that try criminal cases on behalf of the injured (like in the United States). Those courts are called "Specialised Jurisdictional" courts.
