Let me just cut you off there: no. No he doesn’t. He doesn’t know much of anything, to be brutal, and only some of that is the dementia. It’s hard to say why the fuck he’s saying that, whether his aides/whoever’s behind the curtain are fucking morons (certain, but not necessarily the reason), or if it’s something he’s conjuring from jumbled up memories, but I can absolutely assure you those are basically just a string of words in a line with only vague relevancy to one another.

I suspect I know what is happening. I highly suspect that Biden is mostly ignored when he's in the room except when they are actively coaching him. They then, being Democrats in a three way civil war, proceed to argue loudly between eachother on what to say. Biden remembers bits and pieces of these arguments which then blends in with the coached comments and comes out as word salad where we get a glimpse of what at least one faction was arguing for.
