For context the new Canadian law makes it Illegal to import ot manufacture handguns after the law goes into effect. Owners of Handguns (Which in canada are classified as “restricted firearms“, require a special license to own, are limited to 10 round magazines and have to be stored at gun ranges) can keep the ones they already own (for now) but will apparently be encouraged to give them up. The reasoning behind this bill is that Canadian handgun owners are to blame for a mass shooting in Texas and gang related murders in Toronto perpetrated with illegally imported American handguns.

My first thought was that he's suggesting that Canada should be going more after illegal imports instead of banning legal imports, but that wouldn't make sense because he thinks the border patrol cops who could stop illegal imports are "ontologically evil" and deserve to die. Post-90s Sonic has a thing for Amy too, he just doesn't want to be tied down by anyone.
