At least in Texas the loopholes are very small and well defined: performing anything resembling HRT/SRS on a minor is a felony unless the treatment was used to treat something unrelated to gender dysphoria. The only ways Sneed could continue butchering minors that I can think of would be to either find an oncologist unethical enough to diagnose all her would-be patients with breast cancer or say "fuck it", break the law, and hire a really good defense attorney who could get the charges reduced or dismissed.
