It is impossible to have menstruation without two working X chromosomes, yes. There is a congenital syndrome called Turner's syndrome that affects female fetuses; instead of the required XX, these people only have one X chromosome (X0). They develop rudimentary ovaries and a uterus, but fertility depends on how severe the chromosome deletion is (e.g. how many percent of their cells that lack the second X). Those with complete monosomy will usually be mentally retarded and have other health issues as well, and they're never fertile. A man with more than one X chromosome will develop in utero as males, unless they have complete androgen insensitivity as well. And even then, these people have internal testicles, never ovaries.
