In principle, all states will have to become at least "shall-issue" for carrying permits, meaning the authorities won't have discretion say no to a permit request simply based on caprice.

In reality, the current "may-issue" states are very likely to be dragged kicking and screaming into it through litigation that may take years.

Basically states like New York had a billion hoops you had to jump through to try and get a permit to carry a gun concealed on you, you could do everything they ask you to do but still reject you at the end of the process. The ruling says the 2nd amendment allows you to carry a gun outside of the home, this means the state can no longer reject your permit if you meet their requirements to get one.

Oh boy. It's kind of complicated.

Basically the bullshit 'needs test' that New York put on concealed carry is not legal. The decision leans on Heller, a previous decision and goes further, suggesting that the same logic would make AWBs and mag limits unconstitutional. Not much has changed yet, but it's very good news for concealed carry and maybe has wider implications.
