Based on Ralph’s statements, I believe Ralph will attempt to use California’s
“Safe at Home” program. The gist of it is that it allows a “victim of . . . stalking, . . . or . . . a household member of a victim” who “fears for their safety, the safety of their children or household members” to
use the California Secretary of State as a mail forwarding service to keep their address confidential. See
Cal. Gov’t Code § 6206. There are additional procedures for keeping addresses confidential in court filings. See
Cal. Code Civ. Proc. § 367.3. Aside from DV victims and such, the law has been used to protect the addresses of people such as abortion doctors and other politically favored groups in California. Read more about it on
the Secretary of State’s website.
Ralph doesn’t qualify for this program for several reasons. For one, he’s not a “protected person” under this law because he’s not even domiciled in California. Moreover, participation in the program can be denied if the agency suspects “participation in the program is being used as subterfuge to avoid detection of illegal or criminal activity or apprehension by law enforcement.” We all know Ralph’s criminal history, his court orders, open court cases, etc. He would have to disclose all of that on his application. He’d have to notify Faith, Ade, and Matt Vickers, and they’d all have a chance to oppose it. Long story short, they’re not gonna let him keep his address confidential.
