Save states are extremely useful and convenient for many games of that era. They allow you to save whenever you want so you can quit the game whenever, you don't have to redo several levels in case you died, you don't have to restart the whole game in case you lose all your lives, etc.
The problem is that it's Phil. Phil, if given the option to be able to save state in every game, would abuse save states as much as he has been doing in Zelda 2 and every other retro game he has played. He has grinded things just so he doesn't have to have a hard time, he has used cheese strat after cheese strat to avoid all challenges and the list goes on.
In other words, Phil is why we can't have nice things.
One thing I've learned from watching Phil is that he would rather grind out the win with 0.1% health than to be forced to do redo any part of a game
Translation: Phil either doesn’t give a shit about the game and/or doesn’t give a shit about learning the game.
