These monkey torture videos very likely fall under the definition of obscenity due to their very often sexual nature (messing with the genitals). The reason the previous "crush video" law was overturned by the supreme court was due to it being too broad. It could have potentially included things like hunting videos for example, so it was amended. To my knowledge, the law passed in 2019 (

The problem really comes down to the fact that it's basically a form of sexual exploitation. There isn't a reason to torture animals or abuse kids and make videos of it other than for sexual desires and/or money. Cartel, isis, and shooting videos are created to create terror but the motivation is not sexual. The motivations for distribution are different as well. Most people watching gore are doing it out of morbid curiosity, not out of some sick pleasure. Obviously there are exceptions, like the kind of people that use gurochan for example, but for the vast majority of people, it is just morbid curiosity (or being edgy) and nothing more.
