It wouldn't require a rewrite of the banking scripts, but rather a complete demolition of the current banking system. You are right in that the system used now is a shitty mess (power level: I am a banker) but if the system is destroyed and a new one is installed, then you can do whatever you want. All banks have backdoors in their systems, and these will be used to freeze accounts and prepare the cattle for their new permission based banking.

It's never going to work. This system of decay relies on people being able to be over indulgent hedonists. In a Great Reset this would no longer be possible, and all the people you want to be complacent will no longer be complacent. Not to say they won't try, but it's going to be just as much of a nightmare for the elite as it will be for us. They will live every waking moment in fear of assassination which will be a daily occurrence. City centers will be constantly flooded with militants and would-be assassins—denying TPTB drone strike ability. You aren't going to drop bombs on your serfs and infrastructure that you need to make your system work and if you do the system fails. Essentially, the entire world will look like the Middle-East.
