I don't think it was detectives, or even something of the police's own initiative. Piggy probably oinked about it the next day on the non-emergency line and they sent out a PR tardwrangler cop to calm him down and prevent him from generating bad PR for them. Fatrick's next day call was a "special assign", but from the logs you can see that there are actually options for "follow up", "investigation" and "assignment" that were not used, that would be way more fitting for a detective or officer following up on something, or investigating.
No inside info. It's S.O.P. for any sort of investigation. Uniformed cops respond first and then the detectives take over.
