Personally, I suspect he was raging from literally minute one.

He's a delusional narcissist who imagines he has special privilege over and above everyone else, and thinks that the mere fact that he reported a claim that someone may "swat" him, and that he's made who knows how many reports of "felony" "cyberstalkers" [you know, anyone online who responds to him - a public figure - in a way that's anything less than complementary] means that the primary duty of the MPD from that point forward was to be his personal security agents.

That they actually did their job in showing up to investigate some manner of shots-fired incident, regardless of his prior reporting, when apparently they were supposed to......what, completely ignore it? I'm still not clear on what he, in his mental disease and defect, imagined they were supposed to do because he'd previously reported that he might be a "swatting" target... Regardless, that they actually took very reasonable steps to investigate the matter without charging in with an actual SWAT unit in and of itself probably sent him into a rage from the moment he realized there were police on scene - something he undoubtedly knew even before he opened the door.

His belligerence is what got him cuffed in his faggy white bathrobe.

According to the full text of the letter, the request is being denied due solely to it being an ongoing investigation. That tracks. Then again, haven't people been trying to get information about the first so-called hoax incident involving the Craigslist ad since it occurred, only to be stonewalled?

I don't think that's the case. The letter and the WI Open Records Law it cites make it clear that any requester has a right to the records, unless there is some statute or precedent that conflicts or, barring that, if the authority in question can make a good legal argument to keep the information classified. I'm pretty sure "request was made under a dopey alias" isn't one of them. "There's an ongoing investigation and releasing this footage might harm it in some way" is, and the police chief backed it up with a whole bunch of precedent.

Keep in mind that the only objection being made here is of a temporary nature and feels more like the product of a bureaucratic flowchart than animosity. If Winconsin Wiggum just wanted to spite the pests for annoying him, he could've endeavoured to conjure up some legal pretense that was a lot more set in stone.
