One can argue that anyone protesting CloudFlare to strip service is essentially doing so because they want to make the target susceptible to DDoS attack. That would make CloudFlare a direct participant in a Computer Fraud and Abuse Act claim if, for instance, CF does drop KiwiFarms then her skids immediately fire up the python scripts then start laughing about it and posting evidence they are behind the attack on their Discord, or wherever.
