The neutral web is largely over, even without any action from the US government. Thats what should be highlighted with this.
Even without congressional regulation, and I'll give Matthew the benefit of the doubt, major internet providers have stakeholders which will be beholden to twitter "woke" mobs. As a result of this, if the troons make enough noise to defend a chomo, even they will bend the knee, rather than face too much drama.

Saying that, when these companies cry foul the next time someone tries to regulate the web, frankly- who cares? The web is already regulated to hell, sites like this literally get deplatformed for documenting the happenings of a likely pedophile and literal groomer, what's ultimately the difference? Cloudfare may be responsible for the things that it hosts and subject to legal reprimand? Even if its not responsible for what it hosts, it still evidently takes custodial actions based on the political leanings of its stakeholders, so there's little difference in being forced to take action, versus voluntarily doing so for its bottom line.
Not doomposting in "the internet is over" bla bla bla, this has been an ongoing trend for awhile. Enjoy kiwifarms, enjoy sites like this while you can, but if it is a serious issue with online freedom, frankly the battle was lost long ago, tor, onion, and other sites are the way to go;
and the next time someone like cloudfare or reddit or whomever you want wants to scream about "protecting internet freedom, you need to vote against this bill" ask them if they respect net neutrality themselves, and realize that it hasn't been a thing in a long time and we've already found ways to browse the web and survive as a community even in the face of that.
