While looking I saw that the mother of the Dutch victim commented, and she has an instagram account too. This pic is the girl from a few years ago.

Her mom seems sweet and all about her family, but to say it nicely she does not come off as being all that bright - she's is the "working class I dye my hair bright colours because I am cooky and FUN!!11" stereotype lady (not sure if that's a stereotype outside the Netherlands, it's not a 'dangerhair' thing). Mom supports BLM even though she doesn't really understand what it means. I didn't notice at first, but you're right. It's literally THE moment. She makes that little "Oh" face, then the "talking directly to camera like a friend", and the eye roll. It just goes on.
