This is not accurate. All sorts of things are regulated by some regulations under the auspices of the FDA.
Take homemade soap: fat, lyes, scents. Basic stuff, used externally. Still regulated under the FDA when it comes to labeling the soap. There's a whole ass book on how to properly format your beauty business labels. It's tedious and anal af. Like font sizes, how far away from the edge of the label specific things are supposed to go, required paragraph styles (bold, italic).
I can't remember but I think you're also supposed to have your products analyzed by a lab to see if they are harmful. Like too much lye, allergens in the ingredients, etc. It's been a decade since I was involved in the soap business so I could be wrong. This might be more of a liability suggestion than an actual rule.
Now, does anyone do all this? Hahahaha, no. And in the area of personal beauty products it doesn't matter. 99% of all these small businesses will never run afoul of the FDA.
If someone has a severe allergic reaction to your soap - or even worse, dies - because of improper labeling? You bet the FDA is going to be all over your ass.
