According to this plebbit thread, it's not a normal 4-state barcode, but a FICS (Flat Mail Identification Code System) one, which is used internally and shouldn't actually hold any information like an address.

I was thinking it might just be for internal use, since there isn't an address accompanying it. Usually you get one of those more common barcodes when making an address label online and printing it out. Lucas was lucky this time.

This isn't atypical of his usual comic style. His drawings are a clusterfuck of characters wherein leftists/ones he would presumably support tend to be portrayed as cartoonishly evil (keffals in this case) and rightoids tend to be portrayed as cartoonishly heroic.
Not every case, but that is the general trend.

According to this site it is indeed a S18C barcode which, again according to that site, can be either 57 or 75 bars long. So that's a match. The code on keffals envelope also matches the J18C identifier.
And according to this site Canada Post at least used 4-state codes at some point.

Idk, I haven't found anything concrete other than what I posted and I have also no clue nor any leads as to what the decoded value could possibly contain.
Edit: Yeah probably a nothing burger. Apparently that code only says that the envelope was sent from the US on September 28th (or was processed on that date) and some internal serial number/routing stuff.
