So what's the general take on Russia's potential for tac nuke usage? Plausible or just general media fearmongering?
There's no such thing as "tactical nukes" you either use nuclear weapons or you don't. The concept of tactical nuke is something that was around WWII, back then atom bombs were just tens of thousands of tons of TNT (now it's megatons).
Nowadays nukes have a much higher destructive potential.

Now the question is, would Putin do it? If I recall in one of his interview, he made an interesting reference to his childhood where he and his friends chased rats around his neighborhood. From that he learned that cornered animals will not hesitate to deploy every efforts at their disposal in a desperate attempt to survive.
So based on that anecdote I'd say Putin is very unlikely to use "tactical" nukes if the situation isn't absolutely critical to the safety of Russia.

He is however definitely using nukes in a traditional manner by dissuading/intimidating the belligerents involved, this is really nothing special in international diplomacy. Reminding hostile countries that you have nuclear weapons puts pressure on people that are lobbying for the war (and it's escalation).

It's a silly concept used to ease the mind of the public opinion.
It's the same shit as people using terms such as "surgical strikes" (to "minimize collateral damages"), "preemptive strikes" (to justify being the first to engage hostility).
Tactical nukes, no matter how small it is, is considered a WMD. The only times radiations were used during modern warfare was with depleted uranium ammunition during the Iraq war.
 
This is not secret; in fact, the State Department publishes papers on precisely how they do it. At some point, Ukrainian "activists" will come to America to teach zoomers how to "save our Democracy™" which is being threatened by Putin's Russian stooges who just happen to be, of course, right wing American Nazis who want to holocaust everyone and your family dog. Already happened. Look up people like Srdja Popovic, who was one of the figures behind the mass movements toppling Slobodan Milosevic in Yugoslavia. His methods have been adopted and rolled out as a playbook in the Obama era Arab Spring style events, the Orange Revolution, and others. (Which all had independent reasons as well, sure.) Some of it came from 1968 era student leaders and civil rights activists from Saul Alinsky to Angela Davis. It is basically bottling and exporting a methodology for modern revolutions, funded and assisted by NGOs and three letter agencies. And yeah, nothing is hidden about it. It is all documented and written down in best practice manuals and discussed at policy conferences and academia. People are just too apathetic and distracted to look, or they don't think it is a big deal.

The only novelty is that Democrats started to use the method in internal politics, and the Republicans didn't slap them down for it. It simply became too useful not to use on your domestic enemies.

I made a post about that French journalist on the other thread, the doc I linked is the first one she produced, it has English subs.
(It was conveniently ignored btw).
I found this documentary made by a French reporter around 2015-2016 in the Donbas region. They also made a follow up documentary this year after the war begun, but it is not subtitled yet. Feel free to check it out if you're curious to know what was happening there back before the war.
