The concept of tactical nuke is something that was around WWII, back then atom bombs were just tens of thousands of tons of TNT (now it's megatons).So what's the general take on Russia's potential for tac nuke usage? There's no such thing as "tactical nukes" you either use nuclear weapons or you don't. The concept of tactical nuke is something that was around WWII, back then atom bombs were just tens of thousands of tons of TNT (now it's megatons).
Nowadays nukes have a much higher destructive potential.
Now the question is, would Putin do it? If I recall in one of his interview, he made an interesting reference to his childhood where he and his friends chased rats around his neighborhood. From that he learned that cornered animals will not hesitate to deploy every efforts at their disposal in a desperate attempt to survive.
So based on that anecdote I'd say Putin is very unlikely to use "tactical" nukes if the situation isn't absolutely critical to the safety of Russia.
He is however definitely using nukes in a traditional manner by dissuading/intimidating the belligerents involved, this is really nothing special in international diplomacy. Reminding hostile countries that you have nuclear weapons puts pressure on people that are lobbying for the war (and it's escalation).
Do you honestly think that stamping "tactical" before nukes will make the pill easier to swallow?![]()

I found this documentary made by a French reporter around 2015-2016 in the Donbas region. They also made a follow up documentary this year after the war begun, but it is not subtitled yet. Feel free to check it out if you're curious to know what was happening there back before the war.
