Don't think this is the end-all-be-all law for this.According to federal law (15 U.S. Code § 5001) any "toy, look-alike or imitation firearm" must be sold with an orange plug permanently affixed or some other marker as set by the Consumer Product Safety Commission. Some jurisdictions do have additional laws around this, but Wyoming does not. The cap gun seller/importer would have violated federal law if they sold it to him without the tip, but if it was sold with the tip and Cobes removed it later, that's technically legal, but the cops would have a basis for confiscating it anyway.
As pointed out, there are plenty of airsoft weapons and even prop guns (like his) that don't come with a orange tip identifier. State laws probably trump federal in this case anyway, and Wyoming def is not federal friendly. Either way, kids are not usually going to get their hands on a $70+ accurate replica gun. Those laws are so plastic 'toy guns' don't get kids blasted and become an episode of CSI. They didn't consider retarded boglims when selling super accurate replica firearms.
