There are two empires that are at it, US and Russia. Each wants to weaken the other as much as possible.
Putin is a pretty good autocrat, and he is also daring and doesn't mind stepping on international conventions.

What do you think the sanctions are for? They're supposed to pressure Russian citizens into becoming more and more angry. Coupled with some Russian military setback, it might lead to coup or revolution.

Baltics and other insignificant European nations: Got a new excuse to help with their usual begging for gibs, specifically air defense systems.

Also, it's clear you have no understanding of the history of Russians in Ukraine from your further postings about Donbass self-determination. This didn't start in 2014. There has been a very long-standing tension in a large part of the Ukraine and even in Kiev surrounding Russian language and identity. Ukraine's response was to bow to nationalism and Nazi-larping, and ultimately, gobble the burger cock.
