I wouldn't say that he proven that yet. The metric for success is availability. If the site is still running without hiccups by next New Year, then yes, he can claim that without hyperbole.

It wouldn't surprise me in the slightest if Twitter was 'perfected' back in 2014 or whatever but kept getting little modifiers in order to justify having an extensive development team. Reminds me of how some apps are 'perfected' but still have pointless tweaks every few months or so.
If Twitter was an institutional part of the internet that shouldn't be allowed to be controlled by one person, why was it ever made public in the first place? I get that server space alone would be costly but yet you see Wikipedia managing it on donations and handouts from agencies. Was it really the payroll and office space that made costs balloon out? Because they could easily transfer Twitter HQ to some bumfuck shithole like Ohio and cut costs by 1/3.
