I think it's in November. You can generally do it wherever you are, though. Just plain not showing up without notifying them, if they send out a notice and he doesn't get it, is grounds for at least suspending it until they find out where he is.

He'll probably keep them up to date on it if he needs to to keep getting it.

We've had this discussion already. He doesn't NEED his ball skin for his vagina. He can use his dick or he can get it graphed from his ass, arm, or thigh. The ball skin and dick skin are just the most used because those are parts that are already being removed anyway.
