Not really true, until his last disastrous Consulship (or at least until his series of strokes). He got quite a few of his policy positions rammed through despite obdurate opposition, including a land bill and a grain bill, normally absolute poison. He cultivated an effective following in the Senate, and got his proteges and allies elected to high office. He ended the Germanic threat for several generations in several remarkably well-fought campaigns. He used loopholes in the written and unwritten laws to great effect to advance his career and his policies. I don't like Gaius Marius, but I recognize how effective he was and what a great career he had.
