I think the idea is to try and fill it with so much stuff that you can try and sneak things by on a legislative level. Omnibus bills also pack a lot of important things such as funding so politicians put additional things in them because they think it will mean since they are such addressing big issues they think they can get away with putting relatively minor stuff in them that will benefit themselves, their constituents or whoever got them elected.

Amendment Idea:
Section 1: All clauses and amendments of a bill must be signed by the name of the congressman who proposed it and the day it was proposed alongside the name of the lobbyist and the lobbyist's company should they have proposed the clause to the representative. Failure to do so will be a felony
Section 2: For every page after 50 pages in the bill, a day is added before the decision to pass or decline a bill is given. If the congressional session is to end due to the amount of added pages, the bill is immediately declined
Section 3: All bills must be spoken aloud unabridged on the congress floor
Section 4: Put a heart monitor and an electric buzzer on each congressman to wake them up if they fall asleep during the speaking of the proposed bill

These aren't internet troons, although they may have started out as that. These are NGOs led by failsons of local "activists" who give jobs to other failsons. There's usually an incestuous chain of money so this Latinx group is probably giving half of it to other troon groups. They don't do much other than take money from the government, and if they have any output it will consist of the occasional insane study which then gets referenced by a commie professor in another study to make it scientific fact.
NGOs are one of the groups that actually control the world and their leaders are just as important as elected politicians, but they don't get nearly enough attention compared to the rest of our unelected rulers.

1. Slow news days are slow news days. Porn is somehow a topic because a politician is virtue signaling, so everyone else does too. In my defense, I was explaining how a law was in fact constitutional.
2. You are exactly correct. Overly long bills are a sign that the gov’t is hiding several things that would have them shitcanned in two years no matter what. If people actually read Obamacare, it would have been smacked down by the public in a heartbeat. Same for this bill.
Wasn't Obama-care the bill that Pelosi famously said "we have to pass it in order to read it" or am I thinking of another stupidly long bill from that same administration.
