Refresh my memory on 230. I know it's not relevant. But 230 means a website is a Platform, not a Publisher, as so long as they do not make editorial decisions about user generated content, correct? And as long as they remain a Platform (i.e., Neutral), then they are not held to the standards of a Publisher (i.e., responsible for the content).

Nitpicking here, but I don’t believe so. That actually sounds more like Cubby, Inc. v. CompuServe Inc. and Stratton Oakmont, Inc. v. Prodigy Services Co., where Prodigy was ruled to be acting as a publisher because they moderated content and CompuServ was ruled to be a distributor because they didn’t.

The problem was that Prodigy’s reason for having moderation in the first place was because they billed themselves as a family friendly service. That’s a big part of why Section 230 exists in the first place, to grant website owners protection from civil liability over third party content, even if they do remove content they deem “obscene, lewd, lascivious, filthy, excessively violent, harassing, or otherwise objectionable, whether or not such material is constitutionally protected.”

The only mention of “editorial conduct” is an executive order signed by Trump in 2020.

It’s still completely ridiculous for an ISP like Lumen/CenturyLink to have an acceptable use policy, though. That’s like the postal system having a policy about what you’re allowed to write in birthday cards you mail with them.

depending on the country you are, you can complain to someone or just switch providers.

Ask another provider if kiwifarms.net is available on their network and if they say it is, write to your provider telling them you are ending your contract because of the block, but read your contract very carefully first.

Are you using ProtonVPN's DNS service? If not, what DNS service are you using? If you've not set a DNS service, that will be your ISP's. You can confirm with the nslookup in OP.
