Most of these small-government-types really didn't study enough history to learn that some big governments were very successful too, like Imperial Rome, Imperial Spain, Bourbon France, etc.. Hell, the best version of the TMNT was the 2003 cartoon, which was animated by Korean Studio Dong Woo, and it had a lot of anime-esque influences.
