Ooh, you've just reminded me of something.
In Scotland, about five or six years ago, they were trying to bring in a law called the Named Person law/initiative or something. For various reasons I'm not sure of the exact details, but it basically meant that a named person was included on your child's permanent record - school, medical, etc as a mandated reporter, who got every single legal and recorded piece of information about your child, and had the ability to snoop and make decisions about how they were brought up, judging parents and maybe going against their wishes.
This person would be drawn from the education, health and social work industries. Could be anyone, and you didn't have a say.
This was intensely unpopular, as you can imagine, who wants a third state mandated parent involved. There were many protests, and it was shelved.
The Scottish Government, in it's infinite retardation, occasionally talks about bringing it back.
A lawyer friend of mine at the time was militantly against it, went to all the marches, and it was his pet subject for a while. Haven't spoken to him in ages, though.
