Ukrainian men living in foreign countries are required to register for conscription with their nearest embassy. Failure to do so or to return to Ukraine when called up attracts civil fines, currently non enforceable unless they go back home. However if the Ukrainians decide to make failure to register and return a criminal offence they can in theory demand extradition from treaty nations. How likely is this? I think very likely. Ukraine is running out of able bodied men with a population half the size it was a couple of decades ago. We're talking about a country of 25 million people with a lop sided demographic of predominately old pensioners. The young have fled and are likely never coming back, at least voluntarily. NATO countries will soon face a choice of either committing their own forces to the war, which will be wildly unpopular, or forcing 'cowards' to go back home.
