Looks like a picture taken from a cab or something, and it could also have been cropped. The color of the sky checks out, as today is a beautiful, sunny, cloud-less day in Rome.

That's a good point, the blur could be if he snapped the pic from a moving vehicle, so enroute to his hotel maybe?

Yeah, Also the blurred tree is consistent with the Feb 2022 image plus a year extra growth since. At a glance, the shadow angle is also consistent with a winter morning, though surely it can be looked into more in depth.
