Let's reverse image search it. The unaltered colored original is found on redbubble, designed by an artist named Chad Nelson who goes by "handclones" online.
It's clearly traced work. Here's his instagram post from 2016 proving it's his design. I'm not going to go any further than this image but yeah. It's a grift.
