More for a multi billion dollar industry. It's quite simple either we allow the re-export of our ammo or our customers look for other sources in the future when they can't share our ammo with their allies in case of a war.
They already sold the shells to Germany. Preventing Germany from selling them on is the opposite of neutrality.
The German military basically ceased to exist after 1990 so I'm surprised they've even been able to send as much as they have. I think we'll see no shortage of the Leo 1s (60s tank, on par with the T-62) and Leo 2s (several were destroyed in North Syria by rebel groups) disabled/destroyed. Still, the Tanks will help and they will force the Russians to pay an even higher price if they want to take the entire Donbass or other areas, and the LEO 2s are probably better than anything the Russians field as far as tanks go.

The Germans have said they won't use end user agreements to block countries from supplying German manufactured tanks. That's all they really need to do. There are so many Leopard I's in service, that German spares aren't even required to maintain them anymore. Also Leopard I's that have been removed from service in Germany, Belgium etc are all in private hands now.

Funfact: wagnetards aren't protected by international war in this case. They aren't soldiers, they aren't civilians helping own forces in war ont they land, they aren't even insurgents. Hate to break it to you buddy but Germany has an arms industry that has made a lot of money selling Leopard 1s and 2s to other countries, there most certainly are large numbers sitting in army warehouses around Europe along with spare parts and infrastructure for service which is how various German companies have made a lot of money over the last 50 years. There are more Leopard 2s outside Germany than inside, and half the Leopard 1s in existence are sitting in warehouses in Germany doing nothing. Scholz has been buck broken by the US in record time, saying no export license approval from other countries one day then yes go ahead the next, and Germany will gib its own the day after. The German government will do whatever the Pentagon tells it to.
