Using tragedy is an effective way to advance the cause you are advocating for because the idea is to appeal to people's emotion in the moment and use that to accomplish some kind of goal before people calm down. When people are upset and read something that is saying how bad a certain thing is and that it caused such and such event, truth becomes optional when people think irrationally.

This is generally true, and perhaps this sounds tinfoily, but I think part of why they do this though is to boil the frog (in this case, the white demographic) slowly regarding demographic change. I mean I agree there are plenty of divergences between what average people think/interpret and how government actually functions. But there's always a history and method to the government's insanity. (Most often the worst ideas are a consequence of building up on earlier, bad ideas.)
