It was an assault on the idea of neighborhood schools and an attempt to create "racial balance" in every school in a city even if it required moving students randomly big distances across the city by bus to do it.
The "desegregation" plans were inevitably forced by judges whose children went to private schools and implemented by administrators whose children also either didn't go to public schools or who lived in the suburbs.
And it never really worked. Rather than raise anyone up as predicted, the "desegregation" attempts of the 1970s ended up leveling people down. And caused people to flee the public schools and the areas under the desegregation orders.

So eventually what happened is that they gave up. Rather than try to "save" all of hood rats, what they did was create magnet schools & tracking programs where the hand-picked best of the hood rats were given a seperate, expensive & UN-equal education with white people bribed to go to school with them. The rest of the hood rats were told to go wait for superman to come and he would save them.
The lessons learned generally still apply today. Schemes to save "all of them" are a waste of time and money. If you reward the best of them with a better education, its the best you can do and even they will not complain much about it. Because they also hate the hood rats and don't want their own children ruined by going to school with them.
