Bruh, I googled them around the nearest major metro area to where I grew up and $350 for a year on a digital billboard in a place that's well trafficked, but not the main drag. physical will obviously be more, but you've got to be looking at somewhere REALLY high traffic.

How do you know he lives with his parents? If he is active military he is likely on base or an apartment payed for by the military. His address would be registered to his home for all his records like voting and stuff, but it doesn't mean he is there. Military makes things a bit weird with addresses on record.

As for the housing, you are either in barracks which you have like your own bedroom, but more likely since he is an E-4, he receives a housing allowance that is tax free that is set for the market rate of where ever his duty station is.

If he rents with other people or has a shithole with cheap rent, you get to pocket the remaining allowance for housing without being taxed, you also get some for food. All of that on top of your regular paycheck which is a couple thousand a month. So he could afford it. My tax dollars at work.

digital billboards are cheaper bc you timeshare the space with other ads. you get 5-7seconds in a rotation of 5-10 ads.
