IP ratings are "self certified" by the manufacturer. The spec seems to be pretty open allowing the manufacturer to strictly control the testing. So basically the rating means that the phone will withstand a certain duration at a certain depth under very specific laboratory conditions. So you as a consumer can assume at this point in time that you can be safe from water ingress reading KF at a bus stop in the rain, splash from your unabandoned child in the kiddie pool, or maybe a drop in the toilet. Your hotel pool in Mexico is not a laboratory and if you choose to do a 1.2 GPA experiment prepare to get a brick.
