I was there for 10 years and never had it. All you need is the proper visa and that you pay your taxes. That's it.

Harajuku doesn't have a style as it's eclectic. Sundays people go to Harajuku crossing and you see people in cosplay up and down. Some dressed in lolita fashion, some dressed like the rejects in the picture above and then there's the always popular "Rockabilly club" that dances near Yoyogi park.
