Phil is a saint compared to Ralph but people hate him for far more then him just making a bunch of money and begging. The main reason is he feigns poverty to exploit money from an audience of overwhelmingly physically and mentally disabled people. People living SSI paycheck to paycheck who think he's this great guy get swindled out of their money and Phil knows this and has no issue lying to them and taking their money.
