I would even argue that the Internet moves faster then legislation can keep up with. Most younger people (early 20 to late 20s) don't even use traditional websites for porn. You're right; porn will always be a problem as long as demand for it exists. I understand that going after consumption would probably help in the short term (maybe even long-term), but I don't see it being feasible in the US except in maybe a few select stages. As idealistic as it sounds, I think it has to be resolved at a cultural level - people need to not want porn to eliminate demand completely. I don't have a solution to achieve that, but that's the only way I can see it working.

As an aside, if parents truly wanted to protect their children, there's any number of solutions for limiting access to certain websites that don't involve big daddy government. If the people clamoring for this kind of bill are so fucking lazy they can't take the time to Google "porn blocking phone apps" then they get what they fucking deserve. I wonder if it would be a hard lock put on the OS by manufacturers - which could be removed by the device owner at a verified retailer. Or basically, by default the computer is set to “I am under 18, tell every website that I visit that the device has not been verified as being owned by a >18 year old”. If the owner wants that flagged removed, they either have to prove they’re 18 when they purchase the device, or go to like a best buy and show them ID to remove it.
