There is a very large homeless encampment in Charlottesville around Moose's diner/exit 121 on I-64. He could very easily end up there if he is truely homeless and has nowhere to go.

A lot depends of if he has access to his tugboat. He'll be able to survive a bit and rent a hotel room if he still has the ability to use it and if it has still be receiving money.

Iirc, a bond is just a promise of payment, usually with collateral. Which means no one did. He just promised to pay it back later. I'm no expert though.
