There is a very large homeless encampment in Charlottesville around Moose's diner/exit 121 on I-64. He could very easily end up there if he is truly homeless and has nowhere to go.

A lot depends on if he has access to his tugboat. He'll be able to survive a bit and rent a hotel room if he still has the ability to use it and if it's still receiving money.
